    "content": " Mr. Speaker, Sir, I beg to reply. (a) I am aware that Cheptalal Sub-District Hospital has never been downgraded to a health centre. The facility was declared a Sub-District Hospital in 1999, but there has never been a formal gazettement of the same. Therefore, the facility cannot be allocated funds through an AIE before it is gazetted. (b) As stated in \"a\" above, plans are under way to gazette the facility as a sub-district hospital since it meets the requirements. Its physical structure and equipment can comfortably cater for a sub-district hospital at the moment."
