    "content": "Mr. Temporary Deputy Speaker, Sir, I also want to congratulate the Assistant Minister. I would like to raise two issues. First, the Ministry of Education is taking a big chunk of this money. We have been told that there is a serious shortage of teachers. Could the Ministry of Education take a census of all the teachers and students and establish whether we need the 60,000 teachers that we are talking about? The problem might be that we have teachers, but the distribution is the problem. Secondly, we know that a lot of money has been set aside for our primary schools. Is there a mechanism to ensure that, that money is used for the intended purpose? With those few remarks, I beg to support."
