"content": "Mr. Deputy Speaker, Sir, I said that in 2004 he was sent a set of questionnaires to fill in so that we could see whether he is qualified for Kenyan citizenship. When we investigated what he is doing here, the referee he gave could not be found. So, we were unable to question the referee because he gave a person who had no address and we were unable to contact him. We eventually sent him some more documents for him to fill in which, so far he has not returned until now when his permit expired on January 24th. So, as of now, he is actually in the country illegally and could be prosecuted for that."
