"content": "Mr. Deputy Speaker, Sir, the law says that between the age of 21 and 23 any child born of a Kenyan mother or father and is residing at the behest of one the parents being a Kenyan, they have to apply at that age to change their status from that of a dependant to that of a resident. In order for her to do that, she needs to renounce the dual citizenship of the other country. In this case, her father is an Indian. Therefore, she needs to renounce her Indian citizenship and apply for the Kenyan citizenship. Once she has got her Kenyan citizenship, she can now apply for the national identity card. It is not the other way round. She will not be able to apply for the identity card now because she has to be a citizen of Kenya before she can get an identity card."
