    "content": "Mr. Deputy Speaker, Sir, I am saying that I am hearing for the first time that the Government gave the cattle dips to the public. All I know is that, in my constituency, the cattle dips were just abandoned. There are people called dip attendants who, up to now and for the last 17 years, are still on the Government's payroll and they do nothing. They are actually an impediment to the rehabilitation of these cattle dips because, if they are rehabilitated, they will go back to work, and they have been getting salaries for no work done. What is the Ministry doing to make sure that either those people are working or they are not on the payroll?"
