    "content": "Mr. Deputy Speaker, Sir, it is important to mention that the word \"marginalised\" is a very relative term. But over a period of time, it is one word that has been fairly abused in many ways. I appreciate the concerns of the hon. Member that quite a number of our technical institutions and polytechnics have been neglected over time. It is the realisation of that, that the Government has set up a separate docket of the Ministry of Science and Technology, so that the technical aspect can be deeply entrenched. We are seriously considering reviving all the technical institutions in this country so that they can be a catalyst in the achievement of Vision 2030. Moyale, Marsabit and other outlying districts will benefit from that plan. Those institutions will be equipped."
