    "content": "Mr. Deputy Speaker, Sir, some few years back, the Government promised 1178 PARLIAMENTARY DEBATES May 9, 2007 to create 500,000 jobs. One easy way of doing that is to provide bursaries for technical institutions. Those institutions train artisans, electricians, mechanics and so on. But the truth of the matter is that the Minister for Finance does not believe in bursaries. Would I be in order to ask the Leader of Government Business to highly recommend the replacement of that Minister? We are not getting anywhere as far as the issue of bursaries is concerned."
