    "content": "Mr. Temporary Deputy Speaker, Sir, I have a friend of mine who was shot in the spinal cord when he was living a very normal life. It was only because he had a facility to enable him to continue with life but he is now disabled. We have a lot of disabled people in society who were not counselled properly to be able to cope with modern life, and you find society looking down upon them as second class citizens. I think it is critical for us, as society, to look into these cases where these things were done in the past so that we can give support. I would like to support hon. Wamunyinyi. This is a very critical Bill that should be brought to this House and we should really support it and do amendments as necessary for society to benefit. I beg to support."
