    "content": "Mr. Deputy Speaker, Sir, I must thank the Treasury for acting with speed to give us the money that we required. I also do thank donors, particularly, friendly countries which actually helped us to control the disease. I must also say that the Rift Valley Fever is not a new disease. In fact, this was the third time for this disease to spread in Kenya. It is caused by mosquitoes, but now we have methods in place to control the disease even before it spreads. We are using chemicals to prevent the breeding of mosquitoes, especially during the heavy rains."
