    "content": "Mr. Deputy Speaker, Sir, I am happy for this Assistant Minister because he is a rich man and that is why he is limping today. Mr. Deputy Speaker, Sir, that aside, SACCOs handle a lot of the money for farmers, teachers and other Kenyans in the rural areas. This money must be given due attention and protection so that those people do not suffer losses because of mismanagement or theft. I am happy that the Minister is saying that they offer training. I would like to ask how often do they conduct 1228 PARLIAMENTARY DEBATES May 9, 2007 audit on those institutions so that it is known how the money is made and spent."
