    "content": "Mr. Speaker, Sir, it is true that guidelines were given. However, each constituency has its own unique circumstances. There are situations where constituencies did not have land and had to start at that level. In some areas, it was just a question of having dormitories or starting at another level. So, there is no answer that can satisfy all the Members. However, even with the guidelines, there was opportunity for Members to domesticate their projects to meet the requirements of the constituency."
