    "content": " Mr. Deputy Speaker, Sir, following information that high profile terrorist suspects were being housed by one Ibrahim Oubeidila, who was also alleged to be the Imam of Musa Mosque, a search was conducted at the premises by police in accordance with Section 20 of the Police Act, Cap.84, Laws of Kenya, which gives the police power to conduct searches without a warrant. Following the search, 11 people were arrested, out of which ten were found to be Kenyans with proper identification documents and were released immediately. The 11th person, who was alleged to be an Imam, was later on discovered to be a citizen of Comoros Islands. He was found to be in illegal possession of a Kenyan identity card, which was suspected to have been obtained fraudulently, through false declaration. He is still held in custody pending investigations on his immigration status and his connection with terrorism. Mr. Deputy Speaker, Sir, use of reasonable force by the police is allowed under Section 21 (1) and (2) of the Criminal Procedure Code, Cap.75 Laws of Kenya, and only minimum force was used to gain entrance to the premises of Ibrahim Oubeidila. During the incident, no property was stolen or destroyed. Mr. Deputy Speaker, Sir, I would like to assure hon. Members that Kenya is a secular State. Furthermore, the Constitution guarantees religious freedom. This particular individual was not arrested because of his religious persuasion."
