    "content": " Mr. Temporary Deputy Speaker, Sir, Clause 20 provides that the Council shall, in furtherance of the completion of the review process, facilitate and promote civic education in order to stimulate public discussion and awareness on the Constitution. It will also make sure that civic education materials are made available in a form accessible to the various categories of persons with disabilities. This is a good provision because it will ensure that, throughout the review process, the civic education that is conducted is what is approved by the Council and not what the various groupings may put across."
