    "content": "Hon. Members, the Chair received a call from Prof. Olweny requesting that the Question be deferred until tomorrow. But I leave it to the Minister. Hon. Members, the procedure is that, when an hon. Member is unable to come to this House for any reason other than illness or being out of the country, he should request a colleague to ask the Question on his behalf. He or she should not simply say: \"I am tied in the constituency.\" If we go on like that, every hon. Member will be tied in the constituency. We will never finish the Questions that are before us. Therefore, I urge hon. Members to use their colleagues in this House to ask the Questions on their behalf. One should not simply say: \"I am tied up in my constituency.\" I, too, would have liked to be in my constituency today. Dr. Machage, what do you have to say?"
