    "content": "Mr. Deputy Speaker, Sir, what the Minister has discussed relates to the fisheries in Lake Victoria which account for 98 per cent of Kenya's fish exports. The entire 200 nautical miles exclusive economic zone in the Indian Ocean is entirely in the hands of foreign fishing vessels numbering an average of 100 at any given time. This exploitation of our Indian Ocean resources by foreign fishermen is as a result of lack of legislation and an institutional framework. Could the Minister tell this House approximately when the Bill will be brought on the 1032 PARLIAMENTARY DEBATES May 2, 2007 Floor of this House?"
