    "content": " Appropriately as Mr. Owino has asked, before I can even propose the Question, one of the things that you cannot do with a Motion is to negate the spirit of the Motion through an amendment. You cannot reverse or make it lose what it asks to do. I agree with Mr. Owino that in asking that the fees be waived the amendment is reversing or negating the spirit of the Motion. Therefore, I cannot allow the amendment to proceed."
