    "content": " That has been ruled on. Mr. Minister, just in case you did not see it the way I see it, the Motion urges this House to waive all fees and charges payable. That means no fees are to be paid at all. The amendment says you pay afterwards and that amounts to payment of fees. That is where the conflict is coming in. You still have time to proceed with the Motion as it is."
