    "content": "Mr. Temporary Deputy Speaker, Sir, I have to say that if the Motion is carried, Parliament will have to give me money, so that I can implement it. I cannot implement it without the money. I am in agreement that we must protect public utilities. That is why I have said that from now henceforth, we have put on notice anybody, including Members of Parliament, who may have taken public utilities to know that they must return them. My Ministry must be very candid. Subject to the availability of Kshs141,066,908, my Ministry will implement this Motion. We do not want to support Motions which we will not be able to implement. That has been a bad practice in the past.
