    "content": "Mr. Deputy Speaker, Sir, there is no provision in the law allowing the police to shoot innocent people. I do not know of any instance where they have shot innocent people. There are certain times when the police are allowed to disperse meetings or processions if they become unruly or if the meeting is likely to degenerate into a fight where property will be damaged or innocent lives of people will be lost.
