    "content": "Mr. Temporary Deputy Speaker, Sir, already, Kshs10 million has been released to the Northern Kenya Water Services Board. The money is not with the Ministry. It is with the water services board for the sinking of boreholes in Hulugho and Sangailu. What I need to mention here is that we have a problem in those areas, because some areas do not have underground water. There are so many boreholes which have been sunk, but which are dry. So, getting underground water in that area is also a problem."
