"content": "There is no reason as to why the Assistant Minister for Roads and Public Works should be barred from taking over from the Vice-President and Minister for Home Affairs. If he wants to do so, he can, but even the Vice-President and Minister for Home Affairs is competent enough to continue answering the Question. So, it is up to the two to decide. There is nothing that bars a Minister from proceeding to answer a Question when another Minister had initially stepped in for him or her.
