    "content": "Mr. Deputy Speaker, Sir, as a short-term measure, my Ministry will spend Kshs2 million to drill a borehole, which will supply more water to the town. However, for the long-term plan, the amount of money to be spent will be determined by the study which I have commissioned. Once the study is completed, I will be in a position to state how much money we shall require. With regard to the issue of damming of River Nzoia, that is a priority in our Ministry. We want to do major dams upstream so that we can permanently control the problem of floods downstream."
