    "content": "Mr. Deputy Speaker, Sir, I beg to move the following Motion:- THAT, in view of the Government's goal and policy to provide Education for All (EFA) by 2015 in line with its commitment to international declarations, protocols and conventions; aware of the various measures and reforms being instituted to address the challenges related to access, equity, quality and relevance of the education system; concerned that the Gross Enrolment Rate (GER) for pre- primary education has been declining; aware that GER improved in 2003 following the introduction of Free Primary Education; bearing in mind that female students constitute a mere 32 per cent of the total enrolment in public universities and 54 per cent in private universities; this House urges the Government to fast-track and implement EFA programmes among poor sections of society to ensure that girl- child enrolment is improved to attain parity with that of the male child at all levels of education.
