He does not seem to understand the import of this Question because if these identity cards are not available members of the public cannot register as voters. By the end of June, there will be no further registration of voters in this country. Of what use will that be for voter registration exercise in this country if you are going to issue identity cards after the voter registration exercise has been closed?"
