    "content": "Mr. Deputy Speaker, Sir, it is nice to hear the Assistant Minister tell us that the National Security Intelligence Service (NSIS) is deployed to keep an eye on the wrongdoers. However, one fails to understand why our people are being massacred in Mt. Elgon, Tana River, and as late as yesterday, in Banana Hill where a policeman was shot from behind and he lost his life. This is something that is unheard off in this world. How come a policeman is ambushed from behind and yet we have the NSIS and the Criminal Investigations Department (CID) officers? What is the Assistant Minister doing to ensure that people do not lose their lives to criminals?"
