Much of the land in this country which was under leasehold is being occupied by the peasant farmers after being demarcated into small plots. Will the owners of those plots pay land rents? What plans does the Ministry have for Kenyans who live on small holdings? What plans does he have to convert leasehold land titles into freehold ones?"
