    "content": "Mr. Deputy Speaker, Sir, I am aware that a theatre building that the Ministry endeavoured to build is 90 per cent complete. The remaining construction works will be completed in the next two months. I am also aware that the X-ray block, which is under construction, is now 30 per cent complete. The construction work is continuing. I would like to apologise for the information that I received showing that the hon. Member had allocated Kshs4.5 from the CDF. But he has confirmed that he has allocated Kshs2 million. I would request him to increase the Kshs2.5 million so that my budget can balance."
