    "content": "Mr. Temporary Deputy Speaker, Sir, this Standing Order clearly indicates that the House Business Committee cannot possibly act outside the provisions of the Standing Orders and if we were to read Standing Order No.198 it clearly states that Committees are appointed at the beginning of every Parliament. I want to refer the Vice-President and Minister for Home Affairs to Standing Order No.198(1) which states:- “There shall be select Committees to be designated Departmental Committees which shall be nominated by the House Business Committee and approved by the House at the commencement of every Parliament.”"
