The Government issued Circular Reference No.OPCabinet17/90A dated 4th July, 2011 addressed to all Permanent Secretaries and Accounting Officers in which the staffing of county offices was addressed. The deployment of public servants in the current Government structure is a routine administrative function that does not require involvement of the Cabinet. The Head of Public Service, therefore, issued these instructions as the Chair of the Central Human Resource Management Committee which handles postings of public servants."
