    "content": "Mr. Deputy Speaker, Sir, the Assistant Minister has not read the entire written reply. However, even the part that she has read out baffles me. What she is telling us here is that the Government is not able to sustain a project if it was donor-funded. Here is Lake Victoria, the largest lake in Africa, which is under threat of dying, and the Government says that it needs funds from a donor. What kind of money is needed? The question is: How much money did the Government, or whoever funded the project, spend on the beetles that were brought to control the weed? Does the Government still need money from a donor to sustain that project?"
