    "content": "Mr. Deputy Speaker, Sir, the water hyacinth has been a great problem in Lake 786 PARLIAMENTARY DEBATES April 19, 2007 Victoria. The project involving the beetles has been there for a very long time. If you overfly Lake Victoria, you will see that the water hyacinth is actually increasing. In fact, we do not know whether it was the beetles which have been eating the water hyacinth, or whether it is the other way round. Could the Ministry consider physically removing the water hyacinth from Lake Victoria? It seems that this project has already failed. Why can the Government not use young people in that area to pull out the weed from the lake, instead of waiting for the second phase of a project which has been there for over ten years but which has failed to work?"
