I want to tell the Assistant Minister that, if they could establish a breeding facility for beetles, they could have a population of beetles to release to the lake as the need arises. It will be cheaper to control the hyacinth using that method than waiting for someone else's money. Maybe, your scientists and officers want to \"eat\" that donor money! What prevents the Government from establishing a breeding facility for the beetles so that they can be used to control hyacinth."
