    "content": " Mr. Deputy Speaker, Sir, I beg to reply. (a) I am not aware of any acrimony witnessed, and we have not completed the process of creating new districts. We are still in the process and will include in it even those which were proposed in 1992. (b) The Government has established wide criteria for assessing the probable needs for sub- division of districts as follows. We consider population density, geographical and physical features, including land size, internal harmony of the population, security demands, infrastructure and socio- cultural affinities."
