    "content": " Mr. Temporary Deputy Speaker, Sir, I just wanted to be of assistance, if possible; but let me say that I am not talking about the circular per se; I cannot say anything about it, as I am a member of the Government. But I just want us to understand the constitutional framework; the Constitution itself says that the county governments and the national Government are separate and distinct. So, no level of government can operate on the basis of the other level of government. It is important that we, as the Government, are not in too much of a hurry because the county governments will do what they are required to do under the Constitution. I am just talking about the pure legal position."
