    "content": "Mr. Speaker, Sir, I appreciate the Assistant Minister's very genuine attempt to answer this Question but, there is a very serious problem in Uganda. Kenyan students studying in Uganda have complained that 79 per cent of the bursaries going to Uganda go only to one region. There is an uproar in Uganda about the bursaries and scholarships given to students studying there. Could the Assistant Minister clarify to this House whether this is true? If it is, what is he doing about it?"
