    "content": "Mr. Speaker, Sir, as I earlier mentioned, this data does not exist with the Ministry of Foreign Affairs. Indeed, when we consulted the Ministry of Labour, they said that they were trying to compile the list to know how many of these companies are legitimately in this business of recruiting Kenyans to work abroad or anywhere. We have discussed this before in this House and I had previously said that unfortunately, this is a matter that we have handled casually. This is a matter, as the Speaker has said, which needs much more detail and interrogation, so that we can come up with, if need be, a policy paper which will guide the Ministry of Labour and the Ministry of Foreign Affairs, so that then we can know what happens to Kenyans when they go out there to work. We should also know how they go there and who is held accountable and responsible when they go out there."
