    "content": " Mr. Deputy Speaker, Sir, on behalf of the Minister for Water and Irrigation, I beg to reply. (a) Yes, I am aware. (b) Yes, I am aware. (c) The cause of the problem is that the farmers were supplied with uncertified seeds in the previous season. Unfortunately, the certified seeds had not been supplied since 1998. That was as a result of the National Irrigation Board (NIB) having got into a crisis. Its operations were scaled down and that therefore, created a lot of problems for farmers. It started in Mwea Irrigation Scheme and spread to all the national irrigation schemes. Mr. Deputy Speaker, Sir, I seek the indulgence of the Chair because there is a whole lot of information missing. I cannot, therefore, read the whole answer. I apologise!"
