Now that the cost of damage is known and the entire House knows that Samburu East District is one of the districts that have been badly affected by the severe drought that we have gone through--- Instead of saying that the local community or the BOG raise the Kshs3.6 million, why can not the Government shoulder the whole responsibility and reconstruct this facility because this is a poor community?"
