    "content": "Mr. Speaker, Sir, it cannot take a referendum to change a particular section of the Constitution. Indeed, the Government can initiate moves to change that particular section of the Constitution to allow dual citizenship. Could the Assistant Minister assure this House that he will take that action and not wait for the minimum reforms, which we are not sure of? Secondly, when Kenyans are sending out money through Money Gram or Western Union Money Transfer, they pay a lot of money in terms of commissions. What action is the Government taking to ensure that Kenyans are not fleeced in that manner?"
