    "content": "Mr. Deputy Speaker, Sir, the allegations made here are serious. The fact that a Kenyan can be sent out of this country as an alien is a serious allegation. Could the Minister clarify to the House how the Ministry establishes that one is a Kenyan? Is the mere absence of an identity card at the point of arrest proof that one is not a Kenyan? What steps did he take to establish that these so-called aliens were actually non-Kenyans? This is important because national identity and belonging to a country is a very serious matter."
