When the Question came up for the first time on Tuesday, the Minister sought the indulgence of the Chair to have the Question deferred and promised that the answer would be delivered today without fail. On that day, I expressed myself on the significance of the Minister answering this Question very quickly. This Question involves the lives of the people of Kenya. The written answer has never been given to me, and the Minister is absent from the House. So, it means that he is not serious about answering the Question. Therefore, I seek your guidance, Mr. Deputy Speaker, Sir."
