    "content": "Mr. Deputy Speaker, Sir, let me, first of all, thank the Minister for the concern he has shown to the Republic of Kenya. Mr. Deputy Speaker, Sir, I am not a tribalist and I will never be! As I said, when we sample information on one of these Departments; especially in the financial sector, all Heads of Departments (HoDs) come from one region. I have no issue with that! That does not bother me. However, what bothers me most is the fact that all those HoDs are over 55 years of age. We have so many graduates outside there, even from the same region, who can still be employed in place of those officers who have attained the mandatory retirement age of 55 years."
