"content": "Mr. Temporary Deputy Speaker, Sir, since my colleagues have congratulated the Minister, may I also do the same. I must mention also that the President is doing very well by leading Kenyans in raising the living standards of our people. But the problem is that those who are given opportunity to support the President in running the Government, especially the Cabinet Ministers, are not helping him. You find that a certain Minister can decide to fill the Ministry with people from his community. These are some of the issues that we need to address seriously. I did mention yesterday that there are some marginalised communities in this country. Some time back, a person from West Pokot was appointed as Chief of Protocol. But when the Minister found that person in office, he decided that somebody from the Pokot Community cannot do anything. He removed him and brought in his person. This was a Presidential appointee, but nobody raised a question why that happened. These are the areas we need to rectify. We were elected to help Kenyans. We are not here to serve or champion the rights of our village mates alone. We are here to assist all Kenyans, so that the whole country can feel that we are helping them. Mr. Temporary Deputy Speaker, Sir, on the issue of corruption, nothing much is being done to fight it. What used to happen in the previous regime has not changed. We should not generalise and say that all Ministers and those in senior positions in Government are corrupt. In the case of the Ministry of Local Government, for example, I do not know what the Minister and his Permanent Secretary are doing. I want to bring to the attention of this House what is happening in Kapenguria District. There is a construction project that stalled in Makutano Town. That is within the municipality of Kapenguria. For the last five years, no work has been going on. The people of that area have protested and brought that issue to the attention of the Minister. I do not know why the Minister and his Permanent Secretary are not reacting to that issue. I think they are getting a share of what is happening on the ground. Those problems are not only in Kapenguria District, but the entire country. In many parts of this country, kiosks are being brought down. Something must be done in that Ministry. Mr. Temporary Deputy Speaker, Sir, on the issue of the nominee of the Federation of Women Lawyers (FIDA) whose name was brought to this House for confirmation--- I know there are certain hon. Members of this House who are members of FIDA. FIDA is breaking peoples' homes. The membership of FIDA is composed of divorcees. In some instances, minor marital cases 438 PARLIAMENTARY DEBATES April 5, 2007 which can be handled by village elders are rushed to FIDA offices. Such cases are twisted until husbands and wives break up. What impact will FIDA have on the Kenya Anti-Corruption Advisory Board (KACAB)? If we nominate such people, they will do more harm than good. Mr. Temporary Deputy Speaker, Sir, with those few remarks, I beg to support."
