    "content": "Mr. Speaker, Sir, I request for a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security on the harassment of PSV vehicles with a capacity of five or less passengers, commonly known as Oluenda, by traffic police officers in Nyanza Province and, particularly, Kisumu Municipality. They operate between Kisumu and Rabuor. The Statement should address the following pertinent issues. (a) Confirm whether instructions in respect of this matter came from the Traffic Commandant at Police Headquarters and why it is discriminatively applied only to Nyanza. (b) Refer to the specific provisions of the Traffic Act alleged to have been violated by those operators. (c) Lastly, state specific provisions of the Act that prohibit use of those vehicles when they have a yellow band and a PSV Insurance."
