    "content": "Mr. Deputy Speaker, Sir, we do not have the required capacity in the Ministry. By taking on the private consultants, we have been able to accelerate road construction. Mr. Deputy Speaker, Sir, there are two consulting engineers who are involved in the construction of these two roads. One of them is Egg Consult Engineering Consultants and the other one is Noken Engineering Consultants. If we were to design within the Ministry, we might be able to only design two roads in one year."
