I want to warn this House that if Standing Order No.20 is going to be abused again, in the manner in which it has been this morning, let me serve notice that I will be very reluctant to oblige to a request under it. The ball is, therefore, in the court of hon. Members. When you seek to take advantage of the rules of the House, obey all! There shall be no exception to obedience of the rules. I have heard the hon. Member for Langata Constituency raise the issue of discussing hon. Members without a substantive Motion. That is a legitimate concern for every hon. Member here. No hon.
