    "content": "Mr. Speaker, Sir, these shortfalls are so huge that I request this House to look at this Vote very carefully, and help us in appealing to the Minster for Finance to look at the Ministry of Medical Services very carefully and not let out people die, because we cannot provide resources either for their treatment or for the prevention of diseases among our population. I hope that when the House looks at the Vote carefully, I will be able to answer more questions. Over the next five years, if, indeed, we want our services to be better, we need at least Kshs85 billion added to our budget for us to deliver effective health services in line with the Constitution."
