    "content": " Mr. Deputy Speaker, Sir, thank you for giving me the opportunity to respond to this very important Motion. A lot has been said on this Floor. I would like to draw your attention to that period over which altercations were exchanged between the two sides of this House. There lies the problem. If you analyse what was said before this House became sober, you will understand the genesis of this problem. The settlement scheme in question, otherwise known as \"Chebyuk\", was established in 1971. This background is very important as has been stated by many hon. Members."
