    "content": " Mr. Speaker, Sir, I beg to reply. (a) I am aware that Esirulo Water Project which is a community managed project stalled in 1994 due to mismanagement. I am also aware that most of the installations of this water supply were later vandalised. My Ministry, through the Lake Victoria North Water Services Board, will undertake capacity building of the beneficiary community with a view to improving the management of this water supply. No budgetary provision was made for this project in this current Financial Year, 2006/2007. However, the board will include the rehabilitation of this project in the budgetary proposals for the next Financial Year, 2007/2008."
