    "content": "Mr. Speaker, Sir, capacity building of the community will come even before the rehabilitation of the project, to ensure that the community is well prepared to run the project properly. We do not want to go back to the old days when the Ministry was running community projects. We want communities to be able to run their own affairs. So, the responsibility of the Ministry, through the Board, is to ensure that the community has a capacity base and the management is efficient to run those projects, so that they do not stall again."
